Implied by the names of each one I should think as they are titled "resources". The modder I'm sure didn't think it needed to be restated in the readme. There is such a thing as being too careful. :D
The modder specifically says Modder's Resource in the title of all of them, as WhoGuru said. ;)

I worded that wrong. It doesn't say whether you need permissions from the author or not to use them.

Head http://www.oblivionsrealestate.com/Resources/resources.html and look at all the subcategories to the left. They are all resources, and some are ones you haven't added (I think).

Doesn't require the original resource download to run

I don't understand that rule at all; what are you trying to prevent? That's gotta block out like 90% of the .esm resources out there, since simply having custom resources along with the .esm seem to bar it from the list.
Most people using an .esm would simply tell you to download it from the creator's own link anyway, since you'd be most likely to get the latest version of it that way.

-Edit- Wait... that means mods that are file resources, but won't allow people to include them in the download of their own mod that uses them, doesn't it?

A hassle. This is a list of RESOURCES for modders to use in their projects. Resources dependent on a .esm in turn, makes a new modder's mod equally dependent on the same .esm just to use the resource. Not much of a resource either it's attached to another mod or requires another mod to run, now is it? If you don't understand something, maybe you should read up a bit before posting your thoughts on the matter. :stare:

Never said don't ask a question. My point was you shouldn't ask a question the WAY you asked it, as if belittling the work the folks who monitor this thread are doing like a snotty know-it-all. If you have a question to ask, by all means ask. But there are polite ways of doing so, and then there's the way you did it. -_-

You should put a note next to the M.E.R.P. Cave pack.
PES requires you to install their Download Manager in order to get this resource.
Personnally, I won't install any third party manager. Others may feel the same.
