Is there such a thing as a definitive list of Rare, but not Legendary dwellers? All I see online are the list of 22 named Legendary dwellers, but I have definitely received dwellers from lunchboxes that are not on that list. Are these just randomly named dwellers with higher than normal stats?

I think they're just randomly named like common dwellers but come loaded with significantly higher stats at the outset and one or two rare pieces of gear.

I agree with MadCat, I think they are just randomly generated with better stats.

I am at 88 rare dwellers and none of them are name matching...

So I think its safe to say its randomly-generated..

Rare dweller is nothing more than a regular dweller with 15 extra skillpoints for a total of 28 points randomly distributed between S.P.E.C.I.A.L columns plus few levels. You cannot get rare dwellers from radio calls afaik, you can "crit" a call tho to bring a legendary dweller to the door allthough this is exceedingly rare. Mind you, rare and legendary dwellers are a hindrance in late game. Since because skill training does not award bonuses to health and damage retroactively, any dweller with high initial stats and level will be CONSIDERABLY weaker that those trained from skill 1-2 to 10 on level 1, then leveled up for maximum statgains.

Perhaps not entirely random--one of the first rare dwellers I got from a lunchbox was named Walter Bishop. Equipped with a survival suit, highest stat was intelligence...
