A little question out of curiosity:

During the (long) life-time of Barenziah, when Symmachus attacks Mournhold or when Mournhold is subject to Rebels and Symmachus is killed (during Nightingale/Jagar tharn's era ): how is it that the ALMISIVI did not lift a finger? Am I missing something?

I do not know why they were not involved in those situations, as I am not too familier with them. However, Almalexia was the one who defeated Dagon after he destroyed Mournhold.

The tribunal characters weren't created yet when that book was written.

Yes like shades says The tribunal didnt exist in daggerfall which the book first appeared.

This is off topic, but there really are a lot of historical names in TES games. I never noticed Symmachus before though. Then there's Belisarius in Cloud Ruler Temple.
