[Idea] Load-Order Friendly Mod Naming System

My knowledge of modding is limited, so I wouldn't be surprised if this idea is fundamentally flawed. Bear with me.

From my understanding, there are certain categories of mods that are loaded in different areas of the load order (Quest mods toward the top, UI below, environment below that, perks even farther down, etc.). My idea is to assign each of these categories/load order regions a number/letter to show where they should be loaded. Mods that lie something in between would be given a tag like "[X.Y]" to show where they belong.

First problem I see with that is that if the load order recommendation changes, and the name of the file changes, you lose every item from that mod.

BOSS-NV will take care of load order issues more flexibly than this could.
