Been looking around internet like a madman. So finally I have come here, my last bastion of hope. Beloved community. I may be a blast from the past. I'm streaming Morrowind weekly every friday. One of my biggest issues is that the screen (that I run windowed) is stuck in the middle and I can not move it (borderless fullscreen) or the screen is extended over it.

Does anyone know of a solution to this problem?

You can use MGEXE for that. Set the resolution to your monitor's resolution and run it in windowed mode.
