I tried changing bEnableBorderRegion=1 to bEnableBorderRegion=0 in order to walk past the borders but it didn′t do anything. So help there is appreciated.

Also I′d like to change it so forts etc loads up earlier so it doen′s just pop up out of nowhere.

Wrye Bash has a setting for the border regions. That on actually works.

For the forts and such, you need to install an LOD mod. RAEVWD springs to mind. (available on TESNexus.) Keep in mind, doing so can seriously beat up your framerate.
