Wrye Bash is the Oblivion version of Wrye Mash. BOSS is a load order utility, a little like Mlox, but even better. OBMM (Oblivion Mod Manager) is what the poster above is referring to - a mod installation and ordering tool, plus extra functions - easier to use than Wrye Bash but less features.
