Loading screeeennns are wayyy too long and also i get a annoying black screen after it loads for about 10-20 seconds its is very annoying ALSO saving is also really very annoying please can anyone help OR get this patched

I usually get long loading times after doing things around the strip for a while. Saving, exiting to the dashboard and reloading the game are enough to fix this for me. If you haven't already, installing the game to your Xbox HDD should help with the load times too.
I'm not sure what you mean by "saving is very annoying". Are you referring to the save game corruption?

You could try clearing the cache.

When on the dashboard with disc in the drive press A to boot the disc

Straight away press and hold LB+RB+X simultaneously until the copyright message comes on the screen.

This will just delete the game cache. All saves and patches will be safe.

thnks btw appreciate it:) bu what i mean by saves being annoying is that they take a long time i timed in and the lowest i got was bout 10 seconds and the highest was about 16 it is really frustrating :S
