I've noticed this too.

I think it's because even though the game is installed to the HDD it's still using the HDD cache. And while it's possible for the game to read off the DVD and the HDD at the same time it's not possible to read data off 2 different sectors of the HDD at the same time. So this slows loading. Well that's how it was explained in halo 3 which also uses the cache.

I uninstalled it and now it loads faster. Although if you don't want to uninstall then clearing the cache regularly might help. to do that hold LB + RB + X while the game is booting up from the dashboard.

One thing I noticed with Fallout 3 which might work with this game is I installed Fallout 3 to a USB flash drive. Loading times were really quick when I done that. Maybe it's because the game can access both the flash drive and HDD at the same time so no slowdowns. Haven't tried it with this game yet though.
