It amazes me what I discover even after playing this game as many times as I have. This is not mentioned in the Wiki, so I thought I would share this here.

I was in the Repconn HQ the other night and I ran out of lock picks, as it was early in the game. Well, I looked down to loot one of the Raiders to see if they had any, but I noticed a bunch of lock picks on the floor next to the door. Cool.

So, later on I was in Vault 3, and, well, all those locked doors have lock picks on the ground in front of the doors. Not just one or two either. Now, I have more lock picks than I know what to do with. I have not checked all the locked door locations, but it may be worth your while to look on the ground in front of a locked door. Because I never thought to look on the floor for lock picks.

Hmm.. I would've thought they'd be fairly noticeable. Will take a look when I next play, I think it may just be your game though.
