Guys my Lockpicking is 100 and it's an excellent candidate for resetting Legendary...
But it won't reset.

Then I notice that all my other skills @ 100 have the experience bar 'full', you know, fully white.
Lockpicking is not white at all - it's fully empty.
It shows 100 like the other skills (and won't increase anymore) but it won't go Legendary.
And the only difference is this.

I have already set Speech and Light Armor to Legendary; excellent choices because they're both back up very high again quite quickly.
Hey it's not a game-breaker if this Lockpicking skill is Haunted, heheh...
But I thought I'd ask if anyone experienced in the Console or CS knows what's going on here?
