LOD does not vanish : IV

I can walk through it and it does not vanish. I got it in Bravil and Imperial City - Market

Its not OBGE because I removed it,

Heres another LOD bug I have, and have had even on previous installations of Oblivion

The yellow lod bug seems like it can't load a texture or something. Could it be you are playing on vista or windows 7 and are not playing the game as an admin?

The last picture seems to be taking underwater, right? I usually get this bug too when I am swimming really deep in nibben bay, usually I just ignore it.
