Not worth it in my opinion, chems and alcohol never give enough bonuses to counter act giving up perks and skill increases.

With chems and such being so lightweight and valuable you're better off selling them than using them.

The only reason I would use it is if I wanted to lower my maximum level to make the game more challenging. But if you're on PC then JE Sawyer's mod is much better at doing that in my opinion.
