I think it's safe to say that we've all gone back to Helgen when we're all level 1,000,000 gods to remember our first moments on this world. Well when I did then Lokir was there. It was a strange experience. He just stood there and acted like a normal person. Didn't comment on the Helgen incident. It was very confusing. Does this further support the theory that Lokir is sent by Akatosh or one of the other eight (Yeah I picked the imperials) to make sure that the Dragonborn wasn't executed? Anyone else get this bug/glitch?

I revisit Helgen early on but I've never seen Lokir walking around. Each time, both the exterior and the keep have been repopulated with bandits, as expected.

Same for me, except this time will be different I'm sure. I'm using an alternate start mod, and my character is level 20 but still hasn't been to Helgen at all.
