Definitely brings a darker side to Ulysses, but we already knew he was a Frumentarii of Caesar at one time, we just never knew to what extent until this Holotape. The fact that he's morally "gray" makes him all the more interesting IMO, because we have also seen his good side with the Holotapes in OWB at Ulysses's Point of him helping Christine...

We knew Uly was Legion, and Graham said there were spies among the Couriers. That's why he was expecting someone else. He was expecting Uly.
