VATS is the only tool that compensates for the dice rolls instead of actually shooting. VATS does need to work better since it's the only way to play for many.

Original Fallout F1 and F2 were turned based. And VATS has to be in game to mimic that feeling .So if you remove VATS then you get just ordinary shooter ....
