Add some of the character or Armor user created mods from oblivion. The companion mods were big in Oblivion and if you stick with the same idea from the previous games when your in jail, you first make your character and then you see that someone else in in prison with you so you make them look like whatever you want give them a name and they help you throughout the rest of the game, and add an option so when you talk to them that you can give them weapons or armor.
