I'm looking for the latest version of wrye bash with an operational face import function , any help?

I wouldn't recommend using Wrye Bash 290 since that version is just an upgrade from Wrye Bash 289 IIRC. Instead I suggest that the OP should try http://tes.nexusmods.com/downloads/file.php?id=22368.
