I'm looking for mods that restore the forts across Cyrodill. As it is they're, well, decrepit. Are there any mods which restore them to their former glory, maybe having guards patrolling the walkways and such with a base of operations inside?

There are no mods, to my knowledge, that restore the existing fort ruins. That would cause way too many conflicts. Especially since many forts have quests tied to them.

Instead, go to www.tesnexus.com and search for "fort". You'll get ten pages of mods, many of which add one or more working Imperial forts across Cyrodiil. I can't personally recommend any, but take a look for yourself!

And be careful when downloading and installing. Not all of them may be compatible.

Doesn't amend any of the forts in vanilla locations, but http://www.tesnexus.com/downloads/file.php?id=22965 adds several "restored" vanilla-style forts inhabited by the Imperial Legion.

Besides Unique Forts there is Onra's http://www.tesnexus.com/downloads/file.php?id=21856 which adds a main Imperial Legion fort and naval base not far north of Bravil, as well as six border guard towers for the various provinces. There's also Biulding3015's http://www.tesnexus.com/downloads/file.php?id=19691 which adds several towers and a command station, manned by Kvatch guards. (The latter doesn't make much since unless you use one of the Kvatch restoration mods such as Kvatch Rebuilt, or maybe DC-Pride of Wolfs Gate.) There are a few others, but these are the ones I'm familiar with.
