It was posted here but I don't know what came of it or if it was developed fully or not.

The author was working on a system that basically did what the "Real Shelter" mod does, except it did it purely through scripting instead of requiring manually placed shelter locations around the world, which would let it work everywhere and with less world editing.

I don't know if he ever fully released it, but it seemed to work good in videos he posted. I wish I could remember the thread or name of the mod author!
