Looking for a mod to spice up cities

etc?

cities are a bit bland. any mods to liven them up to a realistic level??

Well, this one's easy! Get http://oblivion.nexusmods.com/mods/16513, overhauls every city in the game except Kvatch, adding new houses, shops, NPCs, quests...

I'm DL'ing it though. I have Oblivion Mod Manager. I just don't know how to use it. I installed it, but that's all I know how to do with it. :(

Ah well, probably better to not use Better Cities until you've gotten used to using mods. There are install instructions for a manual installation you could follow, just don't skip any stages. Or learn how to use Oblivion Mod Manager to install mods as that makes it very easy. Better yet (but more difficult) would be to learn to use Wrye Bash.
