Is there a mod that makes leveling work like in Skyrim?

You create your character and the more you use a skill, it levels up by itself?

Not as far as I know. It wouldn't be very practical anyway, since the opportunities to use speech, lockpicking and science are limited. In fact in order to do stuff with speech/lockpicking/science you'll have to raise the skills first, otherwise you just fail speech checks and are unable to lockpick or hack stuff to begin with.
