Depends on what you mean by complete. Many mods that expand oradd new areas usually artr missing one factor or another like:
quests,
decent NPCs/characters
towns
villages
dungeons
poorly formated towns (ie: a castle with no form of commerce, or a town square market place with no form of control or protection; etc.)
so on and so forth...

All I can think of off the top of my head.... really raiding towns doesn't seem very fun to me if there's no reaction, or interactivity. I mean in Mount and blade it's fun, but in Oblivion it's basically just running around hacking and slashing random NPCs.... if you were actually allowed to take over or "sack" towns for supplies then I could see a point, but otherwise it just seems worthless. I wish there was a town/village, or a vanilla gameplay mod the changed vanilla places to respond to that appropriately, but I've neverseen one.
