Masters of Orion I and II? How about Call to Power 2? Of course you need the Apolyton patch for it, but that is a great game. So many options so much tech to research so much to build. Crappy AI, but then again, so is Civ V AI.

2nd. I like this game a lot. It's no Rome:TW or Tiberian Sun, but it's solid.

Have you tried any of http://www.ageod.com/en/index.php? They are really good, and if you liked/could manage Paradox games you should like these. Their American Civil War is is very good. I have heard good things about Rise of Prussia (7 Years War) and Revolution under Siege (Russian Civil War). They are all turn based, so no real-time if that is what you are looking for.
