It doesn't matter anymore... to explain my levelled lists of equipment I am releasing a timeline of events that justify why factions get new guns....
I have got my girlfriend to do it now but the idea is something like this.

Pre
The Regulators are slowly growing to be the "sheriffs of the wasteland" their numbers have grown slowly over the years and although they use very poor condition and old weapons they have been attempting to police the wasteland.
Lvl1: Regulators reduce attacks agains Supermutant bases accepting defeat; they lost too many men and too much equipment fighting the Green devils and can do nothing to help their hostages.
They however have setup a Workhouse specifically for the maintenance of their weapons, overtime the Workers will gain experiance and be able to keep Regulator weapons in better condition.
Lvl 4: Regulators raid a caravan passing between Talon bases they steal a number of powerful Assault rifles, a Powerful type of shotgun and a smg.
Lvl 6: Workers in the Regulator Workhouse modify a hunting rifle to create a very powerful pistol.
Lvl 8: Regulators find a huge stash of pre war Assault rifles, accompanying them are Night Sights... These new weapons become the signiture of the Regulators and a team of workers are tasked to figure out how to attach the Night Sights to the new rifles.
Lvl 9: Regulators find an abandonned Fusion car, ithey discover the boot to be full of Pre-War guns.
Lvl 11: Regulators intercept a transaction of weapons between the Talon and their Unkown suppliers and capture an arsonal of high powered shotguns.
Lvl 12: The Workers at the work house modifly an assault rifle into a heavy and powerful support weapon.
