It's tough to judge as we don't know how close the two were standing, nor how dark it was.
On the one hand, it's good that NPCs react to sounds, going on alert if a sneaking PC fires an arrow nearby.
On the other hand, if a character dies right in front of another, that should elicit a stronger reaction. However, your location should still be unknown if you fired from a good hiding spot. The enemy should not telepathically know where you are.
That's my fear over this - that complaining over the shortcoming will result in Beth over-compensating and ruining stealth by making NPCs *too* smart. Yes, a bandit should be alarmed if his partner is sniped right in front of him, but he shouldn't draw his sword and charge straight at you if you're hidden.
Edit: This is why NPCs need the 3rd state of awareness described in my sig. There should be a state between curious and fully aware of the player.
