I love Oblivion and I love Lord of the Rings. So the two together would make a perfect game to me

Mods like Midas Magic and others add Balrogs to the game.

First two, especially the first, and Dwarves of the Mountain are quest mods.

I've never tried it, but of course there is the very ambitious http://www.moddb.com/mods/merp-middle-earth-roleplaying-mod. IIRC, it was an on-again, off-again project that at one time ran into some game engine limitations, but you can check it out for yourself.

ETA: Looks like it's not a good option; had copyright issues and the team has moved on.
