I seem to have lost Raul.
I am playing on PC.
The last quest line I did was the Boomers Raise the lady from the water. Then I fast traveled to the strip and noticed Raul wasnt with me. I went back to Boomer territory and hes nowhere to be found. I waited for 4 game days and no message popped up saying he returned to a location.(like how Ed-e returns to primm, or other companions return to the lucky38.)

I went to the lucky38 and tried to get Boone to join me and he said I had too many companions. So Raul is out there somewhere...

Since you're on the PC, you could always use the moveto command in the console to bring him to your location.

Open the console (hit the '\~ key, to the left of your numeric 1 key.
type prid e6105 (Raul's RefID) and hit Enter.
type moveto player and hit Enter. Raul should spawn in front of you.
Exit the console.

Note that if you're trying to get achievements, using console commands will disable achievement tracking for that game session. You'll need to save, quit and restart NV to enable achievements again.

The map on your pipboy should show his location.
