I fast travel to the carriage area and if it's dark I wait till about 11am.
I then enter the city and there are freaking vampires... at 11am.
It's like they patched it to make them more annoying.
Why would vampires not spawn during the day? Both my characters who completed Dawnguard got day vampires, never seemed that strange to me. And that was way back when the DLC was first released.
You just contradicted yourself and have completely puzzled me - you want vampires to attack you at night? or annoyed that they attack you during the day even though they are weaker?
It does trigger the vampire hunter in me. "Where do you think you're going in broad daylight, sweet heart?"
It's probably the waiting and fast traveling that's doing it.
In any case, I can go out in the sun just fine, so why the Hell wouldn't other Vampires?

Yeah, Harkon was a complete loon, going on about a lot of nonsense that wasn't relevant to us Vampires at all.
Well, not having stamina regeneration during the day does encourage my vampire to move during the night, due to being a sneaky looking sort who snipes with bows and runs away from wildlife
Not even close, i just eat some vegetable soup and go sunbathing
so much this, I also find it hilarious when the vampires masquarade as Vigilants to lure in my vampiric vampire hunter, "Aww, how cute you think I can't sense my own kind." bonus points for pissing her off as she IS a vigilant.

This is your answer, I never fast travel and I wait outside if I manage to get to a city by nightfall just like you and the only vampire that I've seen during the day is the mysterious traveler. Other then that the " normal " vampires only attack during the night. ( for me )
Vampires dont spawn during the day.
What happened is that you waited at the carriage area, which is within the outer bounds of the cell of the city.
Therefore, they spawned while you were waiting at night.
Solution: Do no arrive somewhere at night, wait before fast travelling from the wildernis into a city, dont wait on arrival.
