The Loveletter describes a thing in TES lore known as "subcreation", a process whereby one thing is divided into smaller things.
To begin, let me describe a real world example of something similar: the United States of America. The U.S. is divided into states. Those states are divided into counties (or parishes, depending on the state). Those counties are divided into districts and so on and so forth.
The Loveletter describes that downward progression, beginning with AE.
AE was subcreated into Anu and Padomay, then [blah blah blah].
Echoes of echoes of echoes.
Mortal death is an echo of Oblivion, which is an echo of the original Void.
The Loveletter describes how to not get recycled back into the process (i.e., via "the Dreamsleeve"), instead making the "leap" past mortal death into a new universe created, contained and containing only YOU. A new Tower of [I]. The "leap" requires "love".
The first time this concept was touched upon was in Sermon 35, the Sermon of Love, although few understood it at the time and necessitated MK writing the Loveletter to make it a little more understandable. (Whether it is any more understandable or not is open to debate, I suppose.)
I will not claim to be an expert on subcreation, CHIM or the mythos/cosmos as a whole, but I do know that the OP is a valid question, and I hope that I have at least helped a little.
