Low FPS! My Rig? Or Game?

I preordered the game and also preloaded it, and when I finally got to play it I had the worst FPS imaginable. I don't have the greatest rig in the world but I was able to play witcher 3 with mostly higher settings and I didn't have much of an issue at all.

However, Fallout 4 has been a nightmare for me and the poor fps is actually making me sick as I play. Sometimes in some places my FPS will drop from in the 50s to in the 10s.

I set ipresentinterval to 1 to 0 and it did not help; I lowered all my setting down to low and it had the same issue; I redownloaded the game with no success; I probably tried ever single fix I could find on the internet with none of it working.

So, I decided to share my specs on here to see if perhaps it's my hardware, or if anyone else has advice.

The game should be more optimized. Every time I enter a building my FPS tanks to about 10-15fps. I think the problem is with the shading, there's alot more shadows rendered more closely in a building. I also noticed in the options you can't do things such as disable shadows (or set the render distance to low). Weird.

You should upgrade your processor and memory, though. I am no expert, but they are just under minimal requirements.

Here is the min requirements as listed on Steam:
