Low framerate problem

I hope I'm not the only one still having problems with the framerate. I've tried installing that .dll file but it didn't seem to have any affect on the problem. Now I see that a patch was installed and the problem has gotten worse. Now if there are more than one NPC on the screen it I doubt that I'm getting as much as 10fps. I can play Fallout 3 with all settings maxed and still get a minimum of 60fps with that.

You chose to avoid giving any usable inforamtion. You want to rectify that?

That d3d9 suggestion fixed the NPC slowdown for me.
I'm still experiencing frames skipping every 5-10 second, but only if i turn the camera with the mouse. If i move straight forward or strafe using the arrow keys, it's smooth.
