Low performance, and low CPU usage. : Fallout: New Vegas

I just got New Vegas, and when I play it (On lowest settings) it'll run at lower FPS than I'd prefer. (Not sure how to tell the exacts, but probably 20-30.)

What's bugging me is that it's using 0-1% of my CPU, and like 400-450 MBs of physical memory (According to task manager.)
There any way for it to use more power to increase performance?

With that poor setup, you're lucky it runs at all. You have no discrete video card, as far as DxDiag is aware, only a poor little onboard chip, which is far below the minimum practical video requirement.

Further, since you chose a disposable PC instead of a gaming machine, neither the CPU nor any graphics processor can be changed / added as an upgrade,

Sorry, you'll need to invest more time shopping for your next system, and get something other than a bare minimum.

Yeah what Gorath said, you're lucky to get it to run at all, especially with that GPU, that set up is not designed for playing games.

Yeah, I realise this, I'm hoping to get a new setup sometime, but for now I'm stuck with this.

I just don't see why it doesn't have any more CPU usage, I can play games like TF2 and Garry's Mod at medium-high settings with low lag.

And NV doesn't even make my second fan kick in, and it doesn't really take much to get it that hot.

From what I can see the minimum spec for both Garry's Mod and TF2 is lower than for FONV, so of course they will run better. And it doesn't matter what your CPU is doing, if your GPU is struggling it can't just shrug its shoulders and hand the tasks it can't manage to the CPU. I just threw out a more up to date GPU than that because it was "old" for gaming and was struggling with newer games.

My tip is to learn what all the stuff on the back of a game box under the heading "system requirements" means in terms of what is in your machine, it can be a bit confusing but it's worth learning about - especially if you plan to spend money on a new system you need to know what all those GPU model numbers mean in terms of performance

Alright, I didn't really think it would have been my GPU though, I guess it didn't cross my mind, heh.

Any mod or anything so I can get better performace? The FPS is just low enough to be annoying.

EDIT:

I guess I'm just used to games eating up my CPU more than anything else.

Try http://www.newvegasnexus.com/downloads/file.php?id=35719, it removes a lot of the environmental clutter in New Vegas - the place will look cleaner, but because your GPU is not having to render it all you might get a performance boost

No, I don't have it set to walking, it takes like 2-3 seconds to complete a single jump...

Any ideas?

It was my iFPSClamp setting, which is odd, since it ran fine, then the game crashed, and it slowed down all the physics to keep at 60 FPS...

The only thing I can suggest, and it's pretty basic is ALT-TABing out of the game to bring up Task Manager and setting FNV to High priority instead of Normal.

I tried that, but for some reason it doesn't like Alt-Tabbing (at least, not at the main menu...) It crashes when I try to :/

Before, I had it running perfect (Did I already say this, heh?) then I got a crash to desktop (Around Primm, if that matters.) and when I booted it back up, the physics and such were all slow.

Again a routine check, have you updated your Drivers? I had a similar experience around the same region once and then looked at my Drivers (ATI) and found that 3 days after FNV's release they brought out a new set of drivers I didn't have.

Like I said, a Routine check.
