Low resolution textures on high res setting?

Hey guys, I just got skyrim legendary edition for PC thanks to a steam sale. So far the game is running great but I'm having a problem with some of the textures in game. All armor/clothes look like a low resolution texture while hands, faces, and some other things look amazingly detailed. It's also some of the environmental graphics as well. I could upload a picture of it, but I'm not familiar with any good hosting sites that are free/quick to set up. Imagine that npcs hands are super detailed with veins and dirt, then their armor looks like the lowest graphics setting.

I don't think it's my pc, the game runs really really smoothly fps wise and it reccomended high graphics setting when I started it up the first time. Not sure why it's mix-matching the textures. I tried downloading the HD texture pack but that didn't seam to change anything.

Can you post your comp specs ????

Have you changed anything on skyrim.ini or skyrimprefs.ini ????

Or you have accidentally changed something on your skyrim -> data screen panel.

....as in your GPU graphic properties as well.

I assume you haven't any mod's installed !!!!
