Lower IMPLANT GRX to level 28

For those people who will be using the "Logans Loophole" Perk , they wont be able to access the level 2 of Implant GRX.

I dont think it would be a serious balance issue if you lower it to level 28. Lets not make life difficult for those who actually want to enjoy the game without having 100 skill in everything.

If you have OWB, don't take the trait, get to level 2 of GRX, use the autodoc to select Logans Loophole as a trait, problem solved.

Or better yet, get to level 50 and then get the autodoc to give you Logan's Loophole and give the middle finger to the guy who made that trait AND become The Living Incarnation of Christ
