I just turned on the power and could use some help with gambling.

BlackJack-Luck hs to be 7 or above,doble down on 11 and 10,bet max always,dont split when you have any thing above 17,and always surrender if you have 12.
As for the other games all I can suggest is dont play them there riged :brokencomputer:
O and if you can do it don count cards as they are not random so it doesnt work

You could try to find some Naughty Nightwear, but I don't remember if there's any to be had at the Sierra Madre. The only other luck boosting item in New Vegas (besides the implant) is the Lucky Shades, and those would be taken from you when you started Dead Money.
