I wonder what crossed my mind as i watched the vid. Is it possible that crit's might do more than just bonus damage.
It sure looked like that was a bypass armor critical to me (hehe just saying from a table top gaming standpoint the bullets bouncing off before the head explosion put it in mind)

Indeed, that did look a lot like a DT-bypassing crit, but we know DT isn't in the game, sadly.

As much as I enjoyed the Luck video - and all the rest of them - I am kind of glad to see the end of them.
We have almost three weeks left, and Bethesda may actually give us something more substantive to fill the time.

What Makes You Not Special
This was my guess too, I thought it meant it might be Wild Wasteland. But we don't know if there's Traits in Fallout 4 or not yet, and it seems unlikely that Wild Wasteland would have such a high luck requirement (9 is sorta crazy high for it). Maybe it's like Wild Wasteland but much, much more expansive and impacting?
Based off the Perk Chart, my guess is that Luck 7 allows criticals to dismember targets while they're still alive and perhaps there's a blood loss mechanic associated with it. That would be cool. Or it just gives a much higher chance to cripple a target's body part.
Perhaps Luck 9 allows for random criticals outside of V.A.T.S.
I can't even begin to guess what Luck 5 is, but it looks so dumb haha.
I can't imagine they'd dedicate a perk for 9 Luck just to adding the possibility of random crits. It would have to be more exciting than that.

I'm thinking Luck of the Irish is the FO4 version of the Finesse perk.
Clearly, L5 is random seating encounters! With multiple levels to have several choices between a bench, ruined chair, ruined couch, etc.
OR, and this is a complete guess (obviously) - the possibility of finding items to upgrade the settlement. Blueprints, or the option to "breakdown" an item to learn how to build it, allowing for upgrading your house/settlement/defensive items?

Doesn't the luck meter for activating crits only appear in vats though?
Slow down the video to .25 speed and you'll see the meter is full before he activates it in order to execute a crit.
(I'm not discounting the notion that we can crit outside of vats, though. To my understanding, people at quakecon mentioned seeing crits outside of vats)

Good catch! But what's weird is that even though the description for luck says it affects your chances of finding better items during the character creation in Bethesda's official "https://youtu.be/D5esyZPt5Jo?t=8m9s" that was released on June 15th which is what your screenshot is from, that part of the description for luck is completely missing in their video "https://youtu.be/vsFpH4jm-QI?t=27s" which came out September 24th. My guess is that it wasn't removed as an affect of luck, but that Bethesda made a mistake and either used old footage for the second video or it's just not mentioned in the description anymore for some reason.
I'm thinking that Luck never directly affected loot, but that was originally part of the description because of the Fortune Finder and Scrounger perks - which may have additional ranks now. I doubt the character video is actually older than the E3 footage.
