I did a quick search for this but didn't see anything about this particular issue.

I set up shop in the presidential suite in the luck 38, but i cant upgrade anything. I cant select anything from the list because when I move the mouse over the item i want, it highlights items in my inventory directly across from the item i want. Is there a workaround or should I move all my stuff to another house?

Had the same issue, just fiddled around with moving the mouse in strange directions and eventually got them each to highlight. Was difficult, definitely buggy.

This is a known bug. What worked for me was putting my cursor to the right of the items' prices.

you have to go to the far right of the item you want upgraded to select it
