I want to go to Solstheim, but I have not yet been attacked by the cultists. Is there anything I can do to start the quest?

How far along are you in the main quest? You have to complete Horn of Jurgen Windcaller to trigger the cultist attack.

You can also visit Solstheim whenever you want. Just head to the Windhelm docks and ask around.
