EDIT: Mod load order is very, very important guys. Never forget that.

Sometimes it has to do with the time of the day. Wait 1 hour each time and when you talk to him/her see if it shows up. If it doesn't. Wait another hour and see if it shows keep doing it until it shows.

Tried that. Do the other cities simply not allow you to purchase things once you've ranked into the AU?

I don't know since that has never happened to me. Who do you try to purchase your stuff from?

Advance in rank if you have to and do another quest for the mages guild and complete it.

1. You have confirmed that you are a member of the guild in good standing. Your progress in the guild or University will not cause mages to stop doing business with you.

2. You might dig a little deeper into the various 'store front hours' the mages that sell or provide services have. Each can be found here by clicking on any mage in question: http://www.uesp.net/wiki/Oblivion:Mages_Guild#Members

3. If what you mention cannot be explained away by 1 or 2 above, then it is a glitch. Since it would be a glitch that is not well-known, that means it would likely be caused by various mods interfering with each other.

If you can rule out 1 and 3, then I would refocus very carefully on number 2.

You may have been kicked out, that has happened to me a couple of times on accident when I unknowingly stole one of the member's horse
I would check current quests and see if you have one for making it up to the guild.
