What is the highest 'natural' magicka cost spell?

I want plan and level accordingly

Probably Firestorm at 800 something.

Or Dead Thrall, which I believe is at 900.

You should just check the UESP. Much faster to look than to ask here.

Okay I just checked.

Firestorm apparently has the highest magicka cost at 1426 with no perks, "fortify".

I'm curious as to how you are actually gonna get that amount of magicka to cast it.

You probably want to pump everything into magicka and leave a little for health.

As for race, a High Elf will probably work.

You can also do the loops with Alchemy and Enchanting.
