I just started a new character and was playing through with no problems at all, until I came to the quest that you need to talk to Gerdur at riverwood. I can talk to her all right, she will give me the materials if I wait until she finishes talking to Ralof, but she doesn't have the line available to start the new quest! I took a few screenshots of it:

...Any idea how to place images in this? I tried everything. Not even the link works!

And yes, I do have mods, but I checked all of them and none change the quest system in any way.

If there's no way around it, just go straight to Whiterun. It won't matter at all.

You don't need to speak to her. just go straight to Whiterun and talk to the Jarl.

Wait one hour. I find waiting in this game fixes many quest freezes.

Also try talking to Hod, this has been known to work as a means of fixing the problem (it's a known issue).
