Firstly are you using MODs?

Secondly, have you prayed at all the shrines up the mountain?

There should be an active quest marker for the people you should need to see as well.

It is a known issue. Some people are having issues with some NPC's and quests.

Are you making sure you stand in the center? Preferably directly facing Arngeir. Otherwise, there is something definitely messing with your game. :(

Also, the shrines Azrael referred to are these little stone alcoves that you can find all along the 7,000 Steps. There are ten total. To my knowledge, they are not mandatory, but you get a reward for interacting with them all.

There are 10 (or so? Forgot the exact number) shrines on the 7,000 Steps that tell the story of the Dragon War and Kyne teaching the Voice but reading them doesn't have anything to do with the Greybeard's quests. Have you tried waiting a couple of in-game hours? Sometimes that makes NPCs get their act together. If that's not it, you'll probably need to wait for a patch or load an older save.

There are a lot of bloody issues apparently.

This is like the sixth thread where a stupid but game/quest-breaking bug has been mentioned.

As I recall:

  • A problem starting A New Order with Isran.

  • Mirabelle being nowhere to be found to progress through the CoW quests.

  • A problem getting into Harkon's castle with Serana via the gatekeeper.

  • One of the Greybeard's being absent for a necessary ritual (not this thread).

  • Danica not being able to receive the taproot to repair the heart tree or whatever it's called.

The trend here is that a lot of these quests seem to be ones that are often played early in the game. I wonder what other problems we'll see as people venture into Solstheim.

If this is supposed to be the "remaster" I am not impressed. I was going to reserve judgment until I played a bit more myself but if anything the frequency of the worse bugs seems to have increased, and even reloading seems to not be working often. You'd think if Bethesda had learned one thing it would be not to push things out of the door to meet an arbitrary deadline...

Could it be possible that the unofficial patch could have caused some of these issues as well, I wonder?

Still... I suppose it could be coincidental. I want to believe that people with issues like this are just drawn here like moths to a flame.

But it's seeming less likely with every thread.

-edit- improved wording/formatting

The shrines on the path up to High Hrodgar has nothing to do with the Horn of Jurgen Windcaller quest. The only thing the shrines are important is to read the tablet when the player wants to have the Voice of the Sky spell effect for 24 hours in RL.
