so after spending many hours on the main quest of Skyrim for my PC, I reached the quest Season Unending. I spoke to Arngeir about the peace arrangements between the Stormcloaks and Imperials and of course he sent me in the direction of Ulfric and General Tulius, to contact them.

Now, my dragonborn of course headed to Ulfric and tried to ask him about the treaty, however the dialogue options for this were not available. I then traveled to Solitude and attempted to do the same with Tulius, but this was unsuccessful too. I checked on many sites and repeatedly tried to talk to both but nothing seems to be working.

I am guessing this is because I'm half way through the Civil War quest....

I joined up with the Stormcloaks early on in the game only to get distracted half way through, meaning I'm yet to return Ulfric's axe to him after Balgruuf rejected his proposal to join the rebellion. I'm feeling pretty guilty about invading Whiterun so this is the main reason why I don't really want to continue with the CW quest line right now.

Is there any way I can complete the Peace Treaty quest without having to take over Whiterun? If anyone can help me I'd be really grateful. I'd prefer to complete the Main Quest before I attempt to complete//try my best to ignore the mess of the Civil War. Thanks!
