What I mean by 100% dynamic, is how the lights work on a fundamental level I think. A lot of lights, especially in interiors, don't ever move or change, but they're still "dynamic" in the sense that they're not "baked" into the environment or textures. I can pop into the Creation Kit and drop in new lights, adjust the size or position of existing lights, and it all moves around in the render window in real-time. Part of their modular design, of having a ton of smaller parts they can build several different settings out of. (I hope someone with actual technical knowledge cringes at my explanation and drops some knowledge bombs)
One of the improvements I've noticed with Fallout 4, though, is that they can have a lot more different lights on the screen and everything still... works. In Skyrim and the older games, there were occasionally issues where lights would suddenly disappear at certain angles, or the ground wouldn't get illuminated, or it would suddenly get cut off - but the only lighting bugs I've seen in Fallout 4 have to do with the settlement lights not loading properly (and there's even a bug with the lightbulb meshes that interferes with how the lights work). And they finally figured out how to do the glow from equipped weapons like the Laser Musket and Shishkebab, which will actually create a small light and illuminate surfaces when you get close to them with the weapon out. Modders could never get that to work right with the spells in Skyrim.

But the art style Fallout 4 have is on the spot really. If i compare the art style of Fallout 3 and 4 and i will always choose 4, just bc the improvement on it.
