Make NPC's AccuracyAim Worse (hear me out..)

Here's an Idea: What If we played without a crosshair, just Iron Sights, like in real life? What If NPC's realistically missed farther away targets? What If shoot-outs were deadlier and more realistic? I've been trying to play this way and it's been a BLAST so far! Coupled with the health/damage re-balances from Project Nevada encounters in the wasteland have become infinitely more interesting, dangerous, and fun. I highly recommend trying it.

BUT, the only thing missing is re-balancing the NPCs so they are just as bad at aiming as I am now. Does anyone know how to decrease the NPCs' accuracy?

I've stumbled upon these game settings in GECK but there's no documentation on them, anyone know what these do or what values to change them to to make NPC's aiming worse or slower?
