There are many modes for multiplayer that are possible in C3, and one of them is likely IA. In situations that you are scouting out the enemy for the team, infiltrating their ranks, or like I said in the quote, you need to be able to move while cloaked. If they are watching you can't risk being seen by decloaking and jumping because they very well could follow you OR shoot you. Anyway, I just think that since you are wearing a state of the art suit, you should be able to have balanced out and stronger powers.
EDIT: I have nothing against being slower in cloak, like I said before. I just think that you shouldn't remove power jump if possible so you have as much dynamic movement across the map as possible.
Another situation comes to mind; there are people on the battlefield looking for your team/battling it out, and say a sniper sees you cloaked and tries to shoot you. You manage to notice it before it's too late and try to get out of the way. If you decloak and his team mates are around, you are ****. If you don't decloak and can power jump out of the way and perhaps hide to regroup/rethink your strategy, you will have a greater chance of surviving.
Unfortunately there are going to be times in FPS games when people have the drop on you, and you are ****. In this situation, possibly moving out of the Snipers line of sight and then using whatever other cover available or simply engaging in a gun fight with his other team mate (hoping to out shoot him), remember its not just your cloak that would be nerfed, everyone else's is too. You would be more visible to your enemies yes, but they would also be more visible to you, so there is less chance of being shot in the back by someone you didn't know was there, like C2.
In these situations, you describe yourself as being in a very tactically disadvantaged position, ie trying to get to a high spot whilst surrounded by enemies, being in a snipers sights whilst his teammate is also looking in your direction.
Having a suit that easily gets you out of every sticky situation is what some of us don't like about the suit, and its upgradeable modules overpowering basic FPS skill sets.
