You will likely need to upgrade your whole system or start from scratch. That CPU is pretty old as well.

Bethesda doesn't need to comment about this, I have my gripes with fallout 4 but everyone complaining that it does not boot on their pc have issues with there PC (Either Hardware, up optimized, driver issues etc...) Bethesda are not responsible for that.

Firstly are you running a laptop ? your PC seems outdated and your graphics card is a few years obsolete. (it's 5 years old now and was not top of the range then)

here is a link comparing your graphics card to the absolute minimum req posted for fallout 4 - The first one being the mini req card and the second your card : http://gpuboss.com/gpus/GeForce-GTX-550-Ti-vs-GeForce-GT-320.

So if you have a laptop well going to cost more and would probably see if it is worth changing the whole thing, however if you are using a desktop you could probably pickup a better card for cheap that would suffice to play at least just make sure it is a Directx 11 capable card.
