Making animated nif with Max

Does anyone have any idea of how to do an animated nif for Oblivion. I want to create animated water meshes for larger rivers, with moving texture across a 3d plane as is done in Skyrim. Does anyone have a step by step tutorial, or can give me an idea of how to start doing this?
