I've used Enchanted Editor, open up ESP, File menu > Change file type

OK, so that's three programs suggested. Any more? :D

[Edit: Wrye Mash - select ESP on mods tab, right click > copy to ESM]

Rightclick on the esp in the list and choose "Copy to ESM" (BTW there is an identical option to do the opposite).

Are there any risks with converting an ESP to an ESM file? I could be wrong but I seem to recall bhl saying that there were dialogue issues he had to fix when he converted Rise of House Telvanni to ESM format.

There aren't any risks. Can't be. The ESP to ESM conversion consists of flipping one bit on the disk and saving the file. MWEE can corrupt it (often does break files), but the actual conversion is totally safe.

Enchanted editor breaks files often? Is this something that I would notice right away or will the mod load and I just won't know it is broken until halfway into a game?

It depends. I've had a lot of problems with it, especially when saving larger files (over a couple megabytes). Sometimes the file won't load, sometimes it will CTD the game or CS, sometimes it will just throw errors, but I've managed to track it back to Enchanted Editor corrupting bits of the file when it saves them.

Never seen EE break a file and I use it all the time.

As an aside, what I have seen is ESMs with Evil GMSTs. e.g Clean Mymod.esm
I always assumed they cleaned it once, ESMd it, and then got it dirty again.
Something to bear in mind.

I didn't have any dialogue issues to fix because of the esp to esm conversion (done with Wrye Mash by the way.) The only tricky thing with esm-files is that they are loaded first, and every esp-file can override their dialogue. So I had to apply elaborate filters to make sure that RoHT should work even under unfavorable conditions (alongside esp-files that use the same topics, for example). When working with an esp-file, a modder can resort to setting it to a later date than most other plugins. With esm-files, that isn't an option.

Even though the Enchanted Editor officially still is in Beta, it is very reliable. I have only found it to produce errors when I altered some dialogue with it. After changing that dialogue, the whole dialogue entry's structure looked strange, like a mixture of dialogue and script. For cleaning mods, checking their structure, changing their masters, and many other purposes, it is one of the best tools available.

I've had it corrupt record size entries, record names, and quite a few other fields. Roughly a 50% success rate, maybe lower. It's usually reliable (if slow) with small files, but once you clear the 5 meg range, reliability goes downhill quick.

In general, whether or not you've ever had it corrupt anything, just back things up before you run them through. It'll cost a few KB of disk space and you'll know you won't lose any work.

Interesting. Now I think on it, I rarely use it to edit files that large.

The same applies to me. I would have thought that to be the standard for every modder: in fact, I still have every safety copy from RoHT's development, dating back to July 2007.
On the 5 MByte limit: what mod is so large? The biggest mods in my setup are Havish and Beyond Ysgramor who both don't exceed 4.5 MByte.

And what about converting the other way around, from ESM too ESP? I know how too do it and such, but is there anything I should be aware of other that the load order. Will it be safe too play with and esp converted version of http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=2735?

Seems like Enchanted Editor tends to corrupt the smaller files too.. Last time I used it on Darknut's Unique Vampires (a tiny 3.9K sized file) it had cropped all NPCS records from 32 to 12 bytes.. The fact was discovered later when I got a weird error while trying to merge plugins with http://bitbucket.org/eeeickythump/esper/downloads/.

I'd like to rectify that page's first statement.
Only Plugins that ADD objects to the game world make a good Esm. Any Plugin that alters and/or removes references from the Morrowind.esm will not make good Esms on there own. Any altered reference will show up as a seperate object and the removed references will NOT be removed. A separate Esp file is then required to do those functions.

That's simply wrong. In RoHT, I replaced a door and several tapestries in "Mournhold, Royal Palace: Guards' Quarters", and those replacements have remained valid after converting RoHT from esp to esm. The original references have been removed free of residues.

Thanks for the information, bhl. Glad you corrected me. I've always believed that information about ESMs before. How odd that it's taken so long for it to be proved wrong.

Shadowsong's http://www.angelfire.com/clone2/shadowsong/How-To.html might be interesting reading for you. But I warn it's very detailed. Don't read it in your bed :read:
If you are interresting I might also be able too find a PDF version of this tutorial. Give me a note and I'll start looking.
